That's not a car seat like what we installed, though; look at
http://video.about.com/babyproducts/Install-a-Booster-seat.htm at
1:20 to see the whole process of using it.  The seatbelts are only
used when the kid is in the car.

The point is just to stop the seatbelt from choking the kid due to
being too high.
