[House] Updating Locomotor Status for Kelly and Frances

I said yes the last time you asked?  They've been crawling for
months, and I informed you of that.

K is now mostly doing a full crawl, and only occassionally using
army crawl.  F still army crawls.

Both are standing assissted, and K stood without assistance for a
bit the other night.
