[House] Change in cytobank oncall.

We've moved to formal oncall shifts.  This means that if my work
pager goes off, I will be dropping everything and dealing with it,
which hasn't been the case for the last several months.

On the plus side, I think y'all will be happy with how we arranged
the shifts: I'm on Mondays and Fridays.  Shifts start at 09:00 each
day.
