[House] Allowance proposal

Here's my thoughts; a goal was to minimize accounting:

- 1 treat per weekday
- 2 treets per weekend day
- 5 dollar allowance per week per child for toys, events, or
  particularly expensive treats (who tracks this?)
- an adult may, at their discretion, spend money on events,
  especially on things that get them moving on the weekends
- adult sleeps: I'm not sure how strict we should be about this?,
  but I would like to sleep with them about twice a week as long as
  they'll let me; it makes me happy
