[House] National Do Not Call list

Both Robin's cell and the house line have been getting tons of spam 
calls lately, so I put those two numbers, plus my cell number, on the 
National Do Not Call list. After 31 days from now (15 Jul), we can 
report anyone spam-calling those three lines, and fairly easily. RJ, 
if you want to put your cell on the NDNC list, go to 
https://www.donotcall.gov/. This is also where you can report spam 
calls (after 31 days). Unfortunately, this will not stop charities, 
political organizations, and telephone surveyors, nor debt collectors.
